1. Operator
Hirfa is operated by:

These Terms of Use apply to the use of Hirfa through the websites listed above and, where applicable, through the Hirfa Android application.
2. About Hirfa
Hirfa is an online platform designed to connect clients with independent craftsmen and service providers.
Hirfa provides technical functions that may allow users to:
create user accounts;
create service-provider profiles;
publish job or service requests;
submit offers;
communicate with other users;
upload photographs;
provide ratings and reviews; and
use other functions made available through the platform.
Hirfa acts as an intermediary platform.
Unless expressly stated otherwise, Hirfa does not itself perform the services offered by service providers.
3. Relationship Between Clients and Service Providers
Any agreement concerning a specific craft, repair, construction or other service is concluded directly between the client and the relevant service provider.
Hirfa is not automatically a party to such an agreement.
The client and service provider are responsible for agreeing between themselves on matters including:
the scope of work;
price;
payment method;
start and completion dates;
required materials;
warranties;
cancellation;
liability; and
other conditions relating to the service.
Hirfa does not determine these conditions unless a specific platform feature expressly states otherwise.
4. Free Use of Hirfa
Hirfa is currently provided to users free of charge.
Hirfa currently does not charge users:
registration fees;
subscription fees;
commissions on jobs;
commissions on offers; or
transaction fees.
Hirfa does not currently process payments between clients and service providers.
Payments for services are arranged directly between the client and the service provider.
If paid features are introduced in the future, users will be informed about the relevant prices and conditions before being required to use or purchase such features.
5. User Accounts
Certain functions of Hirfa require a user account.
Users must provide accurate and current information when creating and maintaining an account.
Users are responsible for:
keeping their login credentials confidential;
protecting access to their account;
not sharing their password with unauthorized persons; and
informing Hirfa if they become aware of unauthorized use of their account.
Users may not create accounts using false identities or impersonate another person.
Each user is responsible for activities carried out through their account unless the activity resulted from circumstances for which the user is not responsible.
6. Legal Capacity and Minors
Users must have the legal capacity required under applicable law to use the relevant functions of Hirfa and to enter into agreements with other users.
Where a user is a minor or otherwise has limited legal capacity, any consent or authorization required from a parent, legal guardian or other legal representative must be obtained before entering into legally binding transactions through the platform.
7. Service Providers
Service providers are responsible for the services they advertise, offer or perform.
In particular, service providers are responsible for:
providing accurate information about themselves and their services;
possessing any permits, qualifications, professional authorizations or registrations required by applicable law;
performing agreed services professionally and lawfully;
agreeing prices and payment arrangements with clients;
fulfilling tax, registration and other legal obligations applicable to their activities;
complying with health and safety requirements; and
respecting applicable consumer-protection rules.
The availability of a profile on Hirfa does not by itself constitute confirmation by Hirfa that a service provider holds every permit, qualification, registration or authorization that may be required.
Unless Hirfa expressly marks a provider as verified and explains the scope of that verification, users should not interpret the provider's presence on the platform as a guarantee of identity, qualifications or quality.
8. Clients
Clients are responsible for providing accurate information when publishing job or service requests.
Clients should provide sufficient information to allow service providers to understand the requested work.
Clients remain responsible for:
selecting a service provider;
verifying qualifications where relevant;
agreeing the scope and price of the service;
providing lawful access to locations where work is to be performed; and
paying the agreed amount directly to the service provider.
9. Offers and Prices
Offers submitted through Hirfa are created by independent service providers.
Unless expressly stated otherwise by the relevant service provider, Hirfa does not determine, approve or guarantee the price contained in an offer.
Users should clarify the final price, included work, materials and any additional costs directly with each other before work begins.
10. User Content
Users may be able to publish or upload content including:
profile information;
descriptions;
photographs;
job requests;
offers;
messages;
ratings; and
reviews.
Users remain responsible for the content they submit.
Users may only upload or publish content that they are legally entitled to use.
By publishing content through Hirfa, the user grants Hirfa a non-exclusive right to store, process, reproduce and display that content to the extent necessary to operate and provide the platform.
This permission ends when the content is deleted, except where continued storage or processing is technically or legally necessary.
11. Prohibited Content and Conduct
Users must not use Hirfa to:
violate applicable law;
commit fraud or deception;
impersonate another person;
publish deliberately false or misleading information;
threaten, harass or abuse other users;
discriminate unlawfully against others;
publish defamatory content;
infringe copyrights, trademarks or other intellectual-property rights;
upload malicious software or harmful code;
attempt unauthorized access to accounts, systems or data;
manipulate ratings or reviews;
send spam or unsolicited commercial messages;
publish illegal goods or services;
use the platform for criminal activity; or
interfere with the security or proper operation of Hirfa.
Hirfa may remove content or restrict accounts where there is reasonable reason to believe these Terms or applicable law have been violated.
12. Ratings and Reviews
Ratings and reviews should reflect genuine experiences between users.
Users must not:
submit fabricated reviews;
review themselves using another account;
purchase or sell fake reviews;
threaten users in order to influence reviews; or
knowingly publish false factual allegations.
Hirfa may remove reviews that violate these Terms or applicable law.
Hirfa does not guarantee that every review represents an objectively accurate assessment of a service provider.
13. Messages Between Users
Hirfa may provide communication functions that allow users to exchange messages.
Users must use messaging functions lawfully and respectfully.
Private messages are intended for communication between the users involved and are not intended for public display.
Users must not use the messaging system for harassment, fraud, spam or other unlawful purposes.
Processing of message data is described in the Hirfa Privacy Policy.
14. Photographs and Other Uploads
Users must only upload photographs or other files that:
they own;
they have permission to use; or
they are otherwise legally entitled to publish.
Users must not upload images or files that unlawfully violate another person's privacy, copyright or other rights.
Users should avoid uploading unnecessary personal or confidential information.
Content intended for public profiles or public listings may be publicly accessible on the internet.
15. Availability of the Platform
Hirfa aims to provide reliable access to the platform but does not guarantee uninterrupted or error-free availability.
The platform may temporarily become unavailable because of:
maintenance;
software updates;
technical problems;
hosting-provider outages;
internet or network problems;
security incidents; or
circumstances outside Hirfa's reasonable control.
Hirfa may change, improve, suspend or discontinue individual platform functions where reasonably necessary.
16. No Guarantee of Successful Transactions
Hirfa provides the technical platform through which users can find and communicate with each other.
Hirfa does not guarantee:
that a user will receive offers;
that a service provider will receive jobs;
that users will reach an agreement;
that a service will be completed;
the quality of work performed;
the accuracy of every user profile;
the solvency of a user;
the conduct of another user; or
any specific economic result from using Hirfa.
Users remain responsible for deciding whether to enter into an agreement with another user.
17. Disputes Between Users
Clients and service providers should attempt to resolve disagreements concerning work, payments, quality, deadlines or other service-related matters directly with each other.
Because the underlying service agreement is generally concluded between the client and the independent service provider, disputes arising from that agreement are generally matters between those parties.
Hirfa may, at its discretion, provide technical information or platform assistance where appropriate, but is not required to act as an arbitrator or determine which party is legally correct.
Nothing in these Terms limits mandatory rights provided by applicable law.
18. Liability of Hirfa
Hirfa is responsible for its own conduct to the extent required by applicable law.
However, because independent users provide the services offered through the platform, Hirfa is not responsible merely because:
a service provider performs work incorrectly;
a client fails to pay;
a user provides inaccurate information;
a user cancels an agreement;
a disagreement arises between users; or
user-generated content is inaccurate.
Nothing in these Terms excludes or restricts liability where such exclusion or restriction is prohibited by applicable law.
19. Intellectual Property of Hirfa
The Hirfa name, platform design, software, branding, logos and original platform content may be protected by intellectual-property laws.
Unless expressly permitted, users may not copy, reproduce, distribute, modify or commercially exploit Hirfa's protected platform content or software.
This does not affect the rights users retain in content they upload themselves.
20. Privacy and Personal Data
The processing of personal data through Hirfa is governed by the Hirfa Privacy Policy.
The current Privacy Policy is available through https://www.hirfa.sy and https://www.hirfa.net.
Users should read the Privacy Policy before creating an account or providing personal data.
21. Account Suspension and Termination
Users may delete their account through the account functions provided by Hirfa.
Hirfa may temporarily restrict, suspend or terminate an account where reasonably necessary, particularly where:
these Terms are seriously or repeatedly violated;
unlawful activity is suspected;
another person's rights are threatened;
the security of Hirfa or its users is at risk;
fraudulent activity is suspected; or
Hirfa is legally required to take action.
Where reasonably possible and legally permitted, Hirfa may provide the user with information concerning the reason for the restriction or termination.
22. Changes to Hirfa
Hirfa may develop and change over time.
We may:
introduce new functions;
modify existing functions;
remove functions;
change technical infrastructure; or
introduce optional paid services in the future.
If a future change creates new payment obligations for users, the relevant conditions and prices will be communicated before those paid services are used.
23. Changes to These Terms
These Terms may be updated where necessary because of:
changes to Hirfa;
new features;
technical developments;
security requirements; or
changes in applicable law.
The current version will be published through Hirfa.
The date at the top of these Terms indicates when they were last updated.
24. Applicable Law
These Terms and the use of Hirfa are governed by the applicable laws of the Syrian Arab Republic, including applicable rules concerning electronic transactions, consumer protection, personal data and other relevant legislation.
Mandatory legal protections that cannot lawfully be excluded remain unaffected.
25. Dispute Resolution and Jurisdiction
Users are encouraged to contact Hirfa first if a dispute concerns the operation of the platform.

Where a dispute cannot be resolved amicably, jurisdiction is determined in accordance with applicable Syrian procedural and substantive law.
Nothing in these Terms deprives a consumer or other user of mandatory rights or jurisdiction protections that apply under applicable law.
26. Language
These Terms are available in English and Arabic.
The Arabic version is intended to serve as the primary version for users in the Syrian Arab Republic.
If there is a material inconsistency between the English and Arabic versions, the Arabic version shall prevail, except where applicable law requires otherwise.
